Charles W. Risley was born in 1825.  He married Sarah Lewis in 1845 at the Kensington Congregational Church by Rev. Royale Robbins.  He enlisted into the 25^th Regiment, Company A on November 11, 1862.  He mustered out on August 26, 1863 in Hartford, CT.   After the war, he returned to Berlin.  In 1870 he lived with his wife Sarah and daughter Grace, age 6.   He died in Bristol on May 13, 1893.
